Overview

Supports local government infrastructure projects in BC communities with a population of less than 100,000.

Eligibility

BC Municipalities & Regional Districts with a population of less than 100,000. Municipalities may submit only two applications; Regional Districts may submit one application for each community in its area.

First Nations communities are funded separately and are administered by Indian and Northern Affairs Canada.

Funding Amounts & Exclusions

Funding Percentages: This program will fund up to two-thirds of eligible costs. The applicant local government is responsible for the remaining third, plus all ineligible costs.

Dates: Must stipulate a construction completion date of no later than March 31, 2016.

Tender: The contract award process must be competitive, fair and transparent. Projects where tender has been awarded are excluded from funding.

Eligible Costs are all direct capital costs, including:

  • Capital costs of acquiring, constructing, or renovating a tangible capital asset.
  • Planning & assessment costs (to a maximum of 15% of total eligible costs).
  • Engineering & environmental reviews, aboriginal consultation.
  • Project-related signage, lighting, construction insurance & utility adjustments.

Ineligible Costs include:

  • Costs incurred before approval or after project completion
  • Developing a business case or proposal for funding.
  • Purchasing land, and associated real estate & other fees.
  • Financing charges & interest payments on loans, legal fees.
  • Leasing land, buildings, equipment & other facilities.
  • Goods & services that are donated or received in kind.
  • Employee wages & benefits, overhead, operating & administrative costs.
  • PST & GST, or any other costs eligible for rebates.

Project Requirements

Must be for the construction, renewal, expansion, upgrade, or material enhancement of infrastructure. Normal maintenance or operation is excluded.

Must be supported by a project justification & business case that is comprehensive, credible, and feasible.

Excluded Projects

Projects where construction has already begun, or where construction is completed prior to approval.

The project deals with assets owned by the Government of Canada or the Province of British Columbia. Exception may be made where the assets are of a type normally owned or operated by local government for community use and benefit.

Categories

Brownfield Remediation and Redevelopment

Projects that remove or neutralize the negative effects of brownfields by remediating and redeveloping these properties in a sustainable manner, and that support more intense land use within cities and communities through an increased supply of social housing, public parks, and other public infrastructure.

Collaborative Projects

Projects that deal with asset management, demand management, training, feasibility studies, or infrastructure planning, and improve government capacity to manage public infrastructure assets.

Connectivity and Broadband

Projects that provide broadband access to a greater number of residents, businesses, or institutions, and that improve access to public services by connecting Canadians, particularly in rural and remote communities.

Culture

Projects that support museums, libraries, archives, and arts and heritage facilities, and that help communities express, preserve, develop and promote their culture and heritage. Projects that increase community use, give facilities a multipurpose dimension, generate economies of scale and spin-off activities, and have a significant economic or regional impact.

Disaster Mitigation

Projects that reduce the vulnerability of a community to the negative impacts of extreme natural events (including adverse events related to climate change), through the construction, modification, reinforcement, or relocation of public infrastructure. Normal routine, maintenance and operational work are excluded.

Drinking Water Projects

Projects that increase access to safe drinking water, improve the quality of drinking water, increase residential metering, decrease daily per capita water use, or increase the reliability & efficiency of treatment & distribution facilities.

Green Energy Infrastructure

Projects that increase the availability & reliability of clean, renewable energy, improve air quality, and reduce emissions. Examples include transmission grids for clean electricity, the generation, distribution & storage of hydrogen, electric vehicle refuelling stations, biofuel distribution & storage, thermal heat/cooling delivery systems, clean coal facilities, and municipal building energy retrofits.

Local Road

Projects that improve or rehabilitate local roads & bridges, improving road safety, mobility, and sustainability. Examples include additional capacity, high-occupancy vehicle lanes, wheelchair let downs, grade separations, interchange structures, intersections, and roundabouts. Projects providing new capacity are limited to major arterials and urban bypasses with limited access points.

Local & Regional Airports

Projects that promote regional economic development and/or increase traffic volume, through the development, enhancement, or rehabilitation of local & regional airport infrastructure, including runways, taxiways, aprons, hangars, lighting, maintenance sheds, air terminal buildings, and parking facilities. Federally-owned airports & assets are NOT eligible for funding. Safety & security projects covered under Transport Canada’s ACAP program are NOT eligible for funding, unless they are part of a larger project. National Highway System Projects that construct, improve, or rehabilitate segments of the Core National Highway System, saving travel time, creating additional capacity, reducing vehicle operating costs, increasing efficiencies, and improving safety.

Public Transit

Projects that construct, improve, or rehabilitate public transit infrastructure, such as buses, rail cars, ferries, para transit vehicles, reserved bus lanes, storage & maintenance facilities, security enhancements, and transit passenger terminals. Projects must improve mobility and/or transit ridership, or reduce emissions.

Recreation

Projects that construct or rehabilitate arenas, gymnasiums, swimming pools, sports fields/courts, community centres, networks of parks, fitness trails & bike paths, supporting community building, revitalization & an active, healthy lifestyle.

Shortline Railways

Projects that construct industrial branch lines, allowing a railway to serve an industrial park, intermodal yard, port, or marine terminal. Projects that construct, rehabilitate, or upgrade tracks & structures to ensure safe travel or improve the interchange of goods between modes. Operators must offer year-round service in order to qualify.

Short Sea Shipping

Projects that construct or significantly expand marine terminal intermodal facilities, transhipment (marine to marine) facilities, equipment for loading/unloading, or technology & equipment that improve the interface & integration between transportation modes.

Projects must improve the efficiency of freight movements and/or minimize environmental impacts of transportation. The purchase of vessels, infrastructure that supports passenger-only ferry services, the rehabilitation & maintenance of existing facilities such as wharves & docks, and dredging are NOT eligible for funding.

Solid Waste Management

Projects that use recycling, composting, or anaerobic digestion to increase the quantity of solid waste diverted from disposal, and solid waste disposal projects such as gasification, thermal process, and landfill gas recovery that reduce environmental impacts and increase energy recovery.

Sport

Projects that construct or rehabilitate sports infrastructure, thereby supporting the development of Canadian athletes, attracting hosting opportunities for sporting events, and increasing the participation in sports of a higher proportion of Canadians from all segments of society.

Tourism

Projects that construct or rehabilitate convention centres and exhibition hall-type facilities, promoting Canada or the region as a leading destination for tourists, increasing either the number of visitors or the length and quality of their stay.

Wastewater

Projects that construct, rehabilitate, or separate wastewater and stormwater collection systems & treatment facilities, thereby reducing the negative impacts of effluent and improving safety & management.
